What location is the best to buy one handed swords,shields, and armors in dragon age 2? ASAP!?

There technically isn't a "best location" to buy weapons. Some shops close, some shops open when you move from Act to the next Act but all open shops will sell different equipments from the previous Act(s). But most good weapons are drops from side-quest bosses.
